means by which to allow for fair and appropriate global
interaction. When first implemented, international law was
comprehensive enough to address virtually every potential
situation that might arise; however, since the middle of the
twentieth century, the very foundation upon which
international law is based has not been strong or secure
enough to adequately remedy myriad issues. Primary to this
breakdown has been the continuing increase in cross-border
capital flows since World War II's close; as such, the
ongoing changes multinational corporations imparted upon
states could not be addressed as they related to
international law, with particular emphasis placed upon
expropriation and/or nationalization of property.
