political asylum in the U.S. Elian has become an object of
contention as to whether he should be allowed to remain in
the U.S. or returned to Cuba. Presents the argument that

refugee and Cuban refugees have been openly accepted by the
U.S. government. Concludes that they boy's father, who
remains in Cuba and has expressed his wishes that Elian be
returned, gave up his right to determine the fate of Elian
